Victoria Rowell's ethnicity is African-American. She was born in Portland, Maine, to a mother of English-Scottish heritage and a father who was African-American. She was raised in Maine until the age of eight, after which she was placed in foster care and eventually adopted by a white family in Maine. Rowell has spoken publicly about her experiences growing up biracial and in foster care, and has used her platform as an actress and author to advocate for foster care reform.
